| Phase 3: Design | | Print | |

Once the Full Business Case has been approved, the programme team is mobilised and detailed work can begin, starting with the design of the solution. This phase will be performed in three stages, each adding a further level of understanding to the solution initially defined within the Future Operating Model and Logical Design.
•A Detailed Design will be created that will define the operation of services, including the flow of activities and information, who performs them and the tools and supporting systems involved •Following completion of the Detailed Design it is then important to review the Full Business Case to ensure that the Cost-Benefit case is still valid with the enhanced knowledge of the solution •Finally with the Business Case validated, the programme will develop Functional Specifications, to define in detail how individual components of the solution will operate The resulting Detailed Design and Functional Specifications will provide the basis for the solution creation within Phase 4.
