The phase consists of:

•Defining the scope and objectives of the programme

•Outlining the solution in the form of Logical Design

•Selection of key technologies to support the solution

•Structuring the programme into project portfolio and defining programme governance

•Developing high level plans in order to estimate the costs and time scales
